This phase of development allows for a full examination of the training options and associated costs and benefits. Appropriate learning methodologies are identified and applied towards the design and development of the courses.

Course content can be delivered in support of online and offline programs. The online delivery program is enabled through the use of a fully customizable Web Portal where students are provided with a personalized interface to navigate through assigned curricula and consume the content.

From within the e-learning portal environment, students can:

• view an entire course in logical order
• search for Learning Objects that will help in the completion of specific tasks
• view Learning Objects identified as a result of a knowledge assessment
• participate in Discussion Forums designed for collaborative learning exercises

Instructors can present the material in a slide presentation format in support of classroom based delivery and online synchronous delivery programs.
